You have to have a US Yahoo Mail Account. If you don't hvae one you can make one, using the standard procedure and entering your country as the US.
Once you have signed in you need to click "Whats New" which is in the top right hand corner. Frfom that screen there is a link to join the beta test.
Note you will not instantly be part of the test, you will be added to a list and you will be emailed when you can join. There is no way to instantly sign up.
