Unless you absolutely know for sure that at least one of your contacts has activated a 360 page (they actually have to go through the process, it's not automatic like other Yahoo services) AND have invitations enabled for "Everyone in 360" or a category that includes you, then it may not be a glitch or a personal slight. Plus, the invitation only applies to people with Yahoo addresses.
So, if the above isn't the case, then you will get the "not accepting invites at this time" message for all those contacts. I would not chalk it up to a 360 glitch OR people not being interested in connecting with you without checking all that out.
NOTE: The Y!360 team is no longer addressing bug reports, as it prepares to launch a new social-networking system. See http://blog.360.yahoo.com/product_360 for more details. The 360 team blog is also accessible via the "Yahoo! 360 News" link in the upper right corner of your 360 space.
I select yahoo address book to invite all contacts to my yahoo 360 blog and get "not accepting invitations"

Reply:Well friend that is exactly what it means.. they are not interested in becoming your friend or contact on the Yahoo 360, but it is not just your invitation they are turning down.. it is anyone who wants to send them one.
So if you really want to be on their friend list.. then you can ask them in a comment or mail message directly .. but I wouldn't advise it.. because if they dont' want to.. they might be angry that you didn''t listen to the setting they already had in place
Reply:They are not interested.
